The Quarter Clock

This amazing clock (English: The Quarter Clock; Polish: Zegar kwadransowy) was built into the base of the fountain in the old market in Bielsko-Biala. The hours are marked vertical and the quarter hours horizontal. For every minute three LEDs are there, in one of the fifteen rows visible in each module. I was in the square around 11:30am, which can be seen in the photo, so the clock is apparently working.
